Is this normal?

So every time I don't fully shift it seems my clutch is slipping. If I am in gear I can run through the rpm without slippage. But say I am going to do a stand up on the home pegs. I nudged the shifter up on accident (while in second gear) and it just revved up fairly high and caught again. Once again it doesn't do it when I am fully in gear, only when I nudge the shifter on accident or don't fully shift into gear. The bike is a 1999 with around 17,xxx miles. Any input?
