Throttle body

Hey guys. Question how is your idle screw for the throttle body set is the pin touching that little guide that has the inlet and outlet for the coolant. I was just trying to start my bike but I think one the battery is too weak and two I was wondering is that screw can somehow prevent the bike from starting
